A weekend washout has cut the municipality of Red Lake off from the rest of northwestern Ontario. The washout at the Caribou Creek Bridge on Highway 105 occurred on Saturday, with high water flows completely washing away the bridge. "With the quick thaw that we've been having throughout the district, the ground remain frozen still," Red Lake Mayor Fred Mota told CBC News on Monday. "The water cannot seep into the ground, and therefore there's lots of runoff."

The Springbank reservoir, designed to protect Calgary from another devastating flood, has cleared a significant regulatory hurdle. The project, to be built just west of the city limits, would divert water from the Elbow River into a dry reservoir in the case of high water flows. On Tuesday, the the Natural Resources Conservation Board, a provincial body, determined the project was in the public interest despite some vociferous opposition from area landowners. It assessed environmental, social and economic impacts.

Water use is highly restricted in southern Alberta due to concerns about supply, and new water licences cannot be issued, they have to be purchased from existing licence holders on the open market. The new plan put forward by the Alberta government would affect water pulled from the Oldman watershed above the dam.
